Issue body

The catkin plugin allows to customize the rosdep install file via a property. However it's not possible to customize the rosdep source lists nor the stage packages source lists (as the catkin plugin already overrides the PLUGIN_STAGE_SOURCES property). This makes the catkin plugin useless whenever custom dependencies are needed.
